In Turin the university ISEE (the Italian household means-test indicator) decides two different things: the fee band you pay to the university and access to EDISU grants (the Piedmont regional right-to-study agency). They are two tracks with their own rules and deadlines, and the most costly mistake is treating them as one.
If you turn up with an ordinary ISEE and find it is not the one required, you lose weeks. The certificate you need is the ISEE for means-tested university right-to-study benefits, which you get by ticking the corresponding box in the DSU.
The difference is not a formality: it changes how the reference household is made up. Special rules apply to students, designed to stop an adult from declaring themselves independent just to lower the indicator.
The same certificate applies both to the university's fee band and to the EDISU call. The deadlines and assessment criteria differ, however, so you request it once and use it on both fronts, keeping an eye on the earlier date.
This is the point that causes most disputes. An adult student is not automatically independent for ISEE purposes: to be treated as such, both the conditions set by the rules must be met.
The student stays in the parents' household, even if they live elsewhere and pay rent.
Universities organise student fees in bands linked to the ISEE. Below a certain threshold the national no tax area applies; above it, the amount rises in steps up to the maximum set by each university's rules.
If you do not submit the ISEE by the university's deadline, you are automatically placed in the top band, whatever your real financial situation. It is the most expensive mistake and also the most common, because the university's deadline is often different from the one for the grant call.
In Turin the rule applies both to the University and to the Politecnico, each with its own rules and time window: read both if there are students at the two universities in your family.
Piedmont's regional right-to-study agency awards grants, accommodation places and catering services on the basis of two requirements that must both be met: a financial one, measured by the ISEE and ISPE, and a merit one, measured in credits earned by a set date.
The amount of the grant varies with the student's status: local, commuter or non-local. The last is the highest and also the one with the strictest checks, because it requires a registered rental contract for a minimum number of months.

Working days pass between filing the DSU and the certificate being issued. The call does not wait and the window is strict.
Accounts and property outside Italy go into the calculation. Leaving them out loses you the grant and means repaying what you received.
You need a registered rental contract in your name, for the minimum period set. It is the most frequent check.
Age alone is not enough. Both conditions are needed: residence outside the family home for at least two years, in a property not owned by your original household, and employment income of your own of a suitable amount and duration.
If either is missing, for ISEE purposes you stay in your parents' household even if you are financially independent in practice.
As a rule, the parent living elsewhere is included as an additional component, subject to the exceptions set by the rules, for example when they are already married to someone else or when there is a court order.
It must be documented with the separation or divorce deed: without it, the calculation is made counting both parents.
Not necessarily, but it must be put right before the application is assessed. The discrepancy almost always arises from comparing what was declared with the data INPS receives from banks and the Agenzia delle Entrate (the Italian Revenue Agency).
It is corrected by filing a replacement DSU with the right figures. The sooner you act, the more likely you are to be in time.
Yes. If you live in Italy you file the DSU like anyone else, also declaring income and assets held in your home country.
For foreign income and assets, the calls require documents issued by the authorities of that country, translated and legalised under the rules stated: it is the part that takes longest and should be started first.
It depends on the university's rules and on the call. If your financial situation gets worse there is the current ISEE, which in some cases is also accepted for the right to study.
It must be checked case by case: some calls fix the indicator at the date the application is filed and do not allow later updates.
The DSU (the self-declaration the ISEE is based on) must be filed in time for the certificate to arrive before the call closes. If the date is close, bring us the documents and we will deal with it as a priority.
