The ISEE (the Italian means-test indicator) decides your nursery place, your university fee band, the Assegno Unico (the universal child benefit), the utility bill bonus and the rankings for social housing. A wrong figure is not a formality: it shifts the indicator by thousands of euros, and with it the amount you are granted.
This is by far the most frequent mistake. The DSU (the self-declaration behind the ISEE) asks for two different figures for every bank account: the balance at 31 December two years earlier and the average annual balance for the same year. The first is a snapshot of a single day, the second is the average over the whole year.
If your salary is paid in at the end of the month and your spending goes out at the start of the month, your balance at 31 December can be much higher than the average balance, or the other way round. Giving the same number twice is a mistake INPS (the Italian social security institute) picks up, because it also receives those figures from the Anagrafe dei rapporti finanziari (the register of financial accounts): the result is a certificate annotated with a discrepancy, which many bodies will not accept until it is corrected.
The average balance is not calculated by hand: banks issue it on request, and almost all of them publish it directly in your online banking area within the first months of the year. You need it for every account, including deposit accounts, prepaid cards with an IBAN and post office savings books in your children's names.
The household for ISEE purposes does not always match the people who sleep under the same roof, nor the registered family unit at the registry office. Three rules cause the most mistakes:
In the DSU, property assets are declared at their value for IMU purposes (IMU being the municipal property tax), not at what they would fetch if sold, nor at what they cost. The IMU value is derived from the cadastral income, revalued and multiplied by the coefficient for the category: for a home it is typically a much lower figure than the market price.
If you write down the market value, you penalise yourself, often by tens of thousands of euros. If instead you forget a property (the share of an inherited house, the garage, the farmland back in your home town), you expose yourself to a discrepancy, because INPS cross-checks those figures with the land registry too.
Remember the mortgage as well: on the main home, the outstanding capital at 31 December is deducted from the value of the property. It is a deduction you are entitled to and, if forgotten, it raises the ISEE for no reason.
Current accounts, property and other assets held outside Italy go into the DSU exactly like Italian ones. This is a sensitive point for anyone with a house in Romania, Albania or Morocco who considers it outside the scope because it produces no income in Italy.
It produces no income, but it is an asset, and assets weigh on the indicator. Leaving it out exposes you to an untruthful declaration, with consequences that go well beyond the ISEE: the benefits obtained can be revoked and clawed back.
The ordinary ISEE looks at income from two years earlier. If in the meantime you have lost your job, moved to part-time or closed your partita IVA (Italian VAT number), that indicator captures a situation that no longer exists and shuts you out of benefits you would be entitled to.
That is why the ISEE corrente (current ISEE) exists: it recalculates the income part on the most recent months. It has specific requirements (a change in your employment situation or a fall in income beyond a certain threshold) and a limited period of validity, so ask for it when you really need it, not "just in case".
The opposite is just as common: asking for the current ISEE without meeting the requirements and having the application rejected, losing valuable weeks.
With a checklist gathered beforehand, not during the appointment. You need: identity document and codice fiscale (tax code) for every member of the household; the balance and the average balance of every financial account at 31 December two years earlier; land registry extracts or cadastral data for the properties owned; the outstanding capital on any mortgages; registration plate and type of vehicles; the registered rental contract if you rent; any invalidity certificates.
Once those documents are gathered, the DSU is filled in at one sitting and the certificate arrives without annotations. That is why the list is sent before the appointment: it saves a second trip and, above all, it avoids a correction after the fact. The complete checklist.
